"Collection of data and generation of information are basic components of any research endeavor. The quality of data and information outputs affects the decision making process as well as the soundness of decision of planners, researchers, and policy makers in the various agencies. Different agencies/users have their own particular types of data needed and the quality and accessibility of the data collected and generated by each agency pose complications and problems in the retrieval system. The traditional process of data information collection and retrieval takes so much time and manpower. Also, conflicting data from different sources over certain similar items have been identified.

The Philippine Council for Agriculture and Resources Research and Development (PCARRD) spearheaded the initial workshop addressed to these problems. Agencies of various concern where convened to bridge defined data gaps. This workshop aimed at assessing data, ways and means of information handling, end-users' requirements and at formulating a proposal for the establishment of a pilot data bank center.

This proceedings is a documentary of the of the Workshop on Establishment and Linkages of Pilot Data Bank and Information System conducted on October 20-21, 1983 at PCARRD Headquarters, Los Baños, Laguna. It is a comprehensive account of the data requirements, conditions, problems, activities and its focus on data banking and information of various agencies in the country, Hopefully, this volume could serve as a reference for formulating activities related to a collaborative effort and linkages of pilot data bank/information center."
