"Recent decades have seen an expansion and proliferation of administrative bodies at the international level. An emerging literature on 'international public administrations' attempts to conceptualize and theorize these bodies, by applying a public administration perspective to international organizations. The goal of this book is to contribute to public administration research on international organizations by critically reviewing existing literature on international public administrations (hereafter IPAs) and by suggesting an alternative theoretical approach for understanding these bodies. International public institutions play a cardinal role in the administration of world affairs. Their existence originates from the desire of independent states to co-operate and coordinate with one another in almost every important sphere of life. This desire is attributed to the fact that the modern world is inextricably interdependent and international.International public administration which facilitates policy implementation is both an essential activity and afield of academic study and thus, therefore, forms part of the domain of Public Administration. International public institutions thus have to do with the structures and methods of co-operation between independent but interdependent nation states. The origin and purpose of international public institutions and the international public service, must, therefore, be viewed against the background of international cooperation. This book critically examines how this literature addresses key issues relating to international administrative bodies: bureaucratic autonomy, administrative behavior and policy-making influence."--provided by publisher
