"The application of agrometeorology to increase production in agriculture and natural resources has been given priority in the past years through the holding of various forum-workshops on agrometeorology as a joint effort of the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) and the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD). The lack of information on standard methodologies for agrometeorological data observation resulted in the unreliable and erroneous data collected by agrometeorological observers.
In December 1987, PCARRD and PAGASA, in collaboration with the United Nations Development Programme (UNDP) and the Benguet State University (BSU) conducted a forum-workshop on Maximizing the Utilization of Agrometeorological Data for Development. This workshop aimed to support PCARRD and PAGASA collaboration on strengthening meteorological services for forestry and agriculture sectors. The activity intended to come up with standard methodologies in addition to the existing manual of instructions for agrometeorological observers.
To operationalize said recommendation, a a follow-up workshop on Recommended Methodologies for Agrometeorology/Forest Meteorology was held in May, 1988 to finalize this Manual of Instructions for Meteorological and Phenological Observations in Agriculture and Forestry.
This manual therefore, consolidates the standard methodologies on agroment/forest meteorology specifically, the instrumentation; climatological and phenological observations; and data management. This publication is intended for use as guide in the implementation of R and D programs in the National Agriculture and Resources Research and Development System."
