The seminars were held for the purpose of assisting small- and medium-scale investors in the Philippines. Although the components described in this book are derived from universal concepts and applications, care has been taken to include only those which are essential in a feasibility study, particularly if the study is meant to serve as a basis for a loan. A project feasibility study is, after all, supposed to establish the viability of a project, not dwell on details which are required only after the study is found acceptable. The user of this manual will probably detect a certain "bias' in tis approach: that a feasibility study should relate to the general socio-economic situation; that it should produce social benefit; and it should be aligned with the nation's economic development goals. in other words, a proposed enterprise should have a service orientation apart from the purely business motive. This is consistent with the Academy's view of enterprise development which holds that a business operation must not only be profitable, but must also be beneficial to the economy and society as a whole. many contributed to the making of this manual. Director Arturo Tolentino of the Academy's Industry Development Department, as did his predecessor, Dr. Magdaleno Abarracin, provided the initiative and the guidance through the evolution of the material from mimeographed handouts to what it is today. Ms. Marilou Calzado prepared the guidelines for the technical and engineering study. Messrs. Ruben Pascua and Edwin Torralba fleshed out the text of the different sections under the direction of Ms. Josefina Gervacio who was its project manager." ER -
