"This volume signifies an important milestone in the history of the Department of Economics (DE) of the University of the Philippines Los Baños (UPLB). It comes at a time when UPLB celebrates its centennial foundation anniversary and it therefore serves as a meaningful academic contribution to this historic celebration. It also comes a year after the enactment of the New University of the Philippines (UP) Charter (RA 9500) which grants UP, the status of a National University, distinguishing UP above the rest.
Through this book the DE faculty exemplifies the traits expected of those serving for the cause of the National University of the Philippines. In the words of President Emerlinda R. Roman during her February 25, 2009 inaugural lecture in the College of Economics and Management (CEM) CEMinar Series, the UP faculty must not only be good teachers but, more importantly, good researchers as well. It is through research that possibility frontiers are expanded and thereby increasing the array of options in responding to the needs of society. Research also immensely improves the proficiency of teachers.
By putting in this volume a collection of articles from past research works, the DE faculty has set in motion the development of a culture and mindset for consciously pursuing the mission of the University to become not only a Graduate University but also a Research University. Showcased here are works on the theme Development, Natural Resources and the Environment.
Economic development and environmental protection are often seen as opposing goals. But they are increasingly being seen as very much dependent on each other. Economic development cannot be sustained if the stock of natural resources are being depleted and environmental protection cannot be ensured unless people's basic needs and wants are first satisfied. Recent years have also seen a revival of interest in the analysis of how a broad set of institutions affect economic development and natural resource management. The findings are of fundamental importance for development economists and policy practitioners in that they suggest that institutional quality may cause poor countries and people to stay poor. In a similar vein, increasing efforts have been directed towards the improvement of the people's understanding of key economic issues through a better delivery of economics courses in the schools.
The material in this book captures some of the basic economic principles of several fields in economics including development economics, environmental economics, resource economics, quantitative policy modeling, public finance, project evaluation, institutional economics, economic history, and economics education.
