"Cognizant of its role in national development, the University of the Philippines through the UPLB Agroforestry Program (UAP), played a key role in the organization of the Upland NGO Assistance Committee (UNAC). Even now UAP participates actively in the conceptualization, design and implementation of UNAC's various service delivery programs. Part of this service concerns capability building of upland NGOs in the area of agroforestry so that hand in hand with their counterparts in upland communities, they may be able to contribute more effectively in increasing productivity and improving the lives of people through the use of sound and sustainable upland farming practices.
Towards this end, the UPLB Program for Upland NGOs (UPUN) was established in 1990 as an outreach program of UAP directed at providing technical assistance to the upland NGO community as part of its commitment to UNAC in particular, and upland development in general. With funding support from the Ford Foundation, UAP develops and implements, among others, a series of short-term training courses in various aspects of agroforestry based on the needs expressed by upland NGOs who regularly participate in UNAC's annual NGO consultative workshops. One of these training courses is the Soil and Water Conservation and Management (SWCM).
SWCM is a two-week training course designed for NGO technicians and other development workers who wish to upgrade their knowledge and skills in the application of agroforestry principles in soil and water conservation and management. It includes discussions on the significance of soil and water conservation and management, soil erosion and its control, appropriate agroforestry systems, types and kinds of soil and water conservation strategies including gender considerations, basic concepts of watershed management, and soil and water conservation in the context of agroforestry systems. About eighty percent of the trainees comes from non-government organizations while the rest are from government agencies and some academic institutions involved, or planning to be involved, in upland development work. Resource persons are mostly UPLB faculty while others come from experienced NGOs and other agencies.
This training manual is based on UAP's three years experience in the conduct of SWCM. Published in partnership with Kapwa Upliftment Foundation, Inc. which is in the process of setting up its Upland Development Training Series to meet the capability building agroforestry trainors who have adequate field experience in upland needs of Mindanao-based NGOS, the manual is designed for use by development."
